Eleven Elements of High Quality CTE

The advances witnessed in information and technology sectors have increased global competition as well as alter the nature of the works. Nowadays, employers are interested in employees with high-tech knowledge and elevated technical skills. Learning and work experience, therefore, stand out as an integral pipeline of producing such a workforce. Career and Technical Education is a system that offers both the technical and academic knowledge that guarantee students a smooth transition to life after school. In this study, I provide a brief summary of an interview conducted with a Mr. Gerald Brown, an administrator at California State Office of Education, regarding Career and Technical Education System. I sought to establish the main source of funding for the program, credentialing requirements for CTE teachers, whether they utilize the eleven rating tool when evaluating the programs, and his thought regarding the tool.

Funding

Quiz: What is the main source of funding for the CTE programs at the school?

Answer: Carl D. Perkins federal grant forms the main source of funding for schools. This fund is a federal appropriation for vocational and technical education. It is offered to all Career and Technical Education (CTE) programs that are approved. Evidently, the federal government is keen on developing Career and Technical Education. It fosters the prospects of academically and technically empowered workforce to meet skills demanded in the technologically advanced global economy. In addition, Perkins grant has set aside an extra fund that equals to 6% of the total funding that goes into the establishment of new CTE programs as well as improves the existing ones.

The funding procedure for a CTE is conducted based on the regular Weighted Pupil Unit (WPU), which encompasses incentives given to all districts to offer Career and Technical Education. This funding is used to meet requirements such as teachers' salaries, training equipment, teacher training, Guidance and counseling activities, Work-Based Learning, CTE courses offered in high schools, and providing accountability feedback regarding the program. In addition to the Perkins Funding, local funding in the school districts also plays a significant role in supporting the CTE programs.

Quiz: What is the credentialing requirement for Career and Technical Education Teachers?

Answer: There are several testimonials that are required before one is fully certified as a Career and Technical Education Teacher. Whereas the standard sets may slightly vary in different schools, the following are the requirements expected of the applicants:

i. A work experience of three years that is directly linked to each of the industry sector that has been mentioned on the credential. Here, one year is equivalent to a minimum threshold of 1000 clock hours in any given calendar year.

ii. At least one year of work experience must fall within the last five years of the ten years that herald the preliminary issuance of the credential.

iii. One must have successfully completed the 48 semester units offered in the postsecondary vocational training. The training must also be directly related to the industry sector that has been mentioned on the credential. The verification of the course work is done using official transcript.

Concerning the three-year work experience that is a necessity, the following may be used as substitutes for the one-year work experience:

a) Possession of a higher-level industry certificate directly related to the industry sector mentioned on the preliminary credential

b) One year of full-time experience providing instructional services in preschool or grades K-12 earned in a public or private school of equivalent status

c) High school diploma or diploma based on passage of the GED test or foreign equivalent of a high diploma. Graduation from an accredited college or university is also accepted.

Other requirements worth mentioning include a duly filled application form for OCDE, CT, and processing fees for OCDE and CTC. Money orders are preferable to cash.

The school is greatly committed to using the eleven elements rating tool when evaluating the program. Although its application has not been fully realized, there is a progressive quest to roll out the tool fully in monitoring the school performance.
